Step 1: Cook the pasta in salted boiling water until al dente. Drain and set aside.
Step 2: Heat olive oil in a large skillet. Add onion and bell pepper; sauté until softened.
Step 3: Add the ground beef and cook, breaking it up with a spoon, until browned. Drain any excess fat.
Step 4: Stir in tomato paste, mushrooms, and crushed tomatoes. Season with oregano, garlic powder, salt, and pepper. Simmer for 10 minutes.
Step 5: In a large bowl, combine the cooked pasta, half of the shredded cheddar, and the meat sauce. Mix well.
Step 6: Transfer the mixture into a greased baking dish. Top with the remaining cheddar and mozzarella.
Step 7: Bake in a preheated oven at 180 °C (350 °F) for 20–25 minutes until the cheese is melted and bubbling.
Step 8: Let the casserole rest for 5 minutes before serving.
